Order affirmed, with costs, for the reasons stated in the opinion by Justice Howard A. Levine at the Appellate Division (135 AD2d 150; see also, Matter of Town of Haverstraw [Rockland County Patromen’s Benevolent Assn.], 65 NY2d 677; Rochester City School Dist. v Rochester Teachers’ Assn., 41 NY2d 578).
