Reversed and remanded for further proceedings consistent with this court’s opinions in 2829 Corporation v. Division of Alcoholic Beverages and Tobacco, 410 So.2d 539 (Fla. 4th DCA, rehearing denied March 19, 1982) and 19838 NW, Inc. v. Division of Alcoholic Beverages and Tobacco, 410 So.2d 967 (Fla. 4th DCA, rehearing denied March 30, 1982).
