For the reasons assigned in the consolidated case of Turner vs. State of Louisiana, Through the Department of Transportation and Development, 509 So.2d 489 (La.App. 3rd Cir.1987), rendered this day, the judgment appealed is affirmed in accordance with the views expressed in the companion case.
