The Opinion filed in this cause on April 19, 2000, is hereby vacated and this Opinion is substituted in its stead.
The decision under review is affirmed. Nordheim v. Dept. of Environmental Protection, 719 So.2d 1212 (Fla. 3d DCA 1998), review denied, 729 So.2d 393 (Fla.1999).
