In this chapter: (1) Common carrier .— The term “common carrier” has the meaning given that term in section 40102 of this title . (2) Passenger vessel .— The term “passenger vessel” has the meaning given that term in section 2101 of this title . (3) Secretary .— The term “Secretary” means the Secretary of the department in which the Coast Guard is operating.
