In this title, 1 1 See References in Text note below. the term “COVID–19 public health emergency”— (1) means the public health emergency first declared on January 31, 2020 , by the Secretary of Health and Human Services under section 247d of title 42 with respect to COVID–19; and (2) includes any renewal of such declaration pursuant to such section 247d of title 42 .
